It’s very small section of a much, much larger chart that indicates which government agency you should contact if you are unfortunate enough to have to deal with the government for any reason. Nevertheless, you can plainly see how this system will work to bring health care costs under control (of the government).
There isn’t any cash flowing to the health care providers because they are at the bottom of the food chain - there won’t be any money left at that level.
I have to take “Cultural Competence Training” every year for my job. You have the picture. It’s a one day sacrifice to the gods of training seminars where we all get together and demonstrate that we have common sense. This annual exorcise in pointlessness is mandated by law for various professions. It’s main purpose is to provide jobs for social science majors.

I have seen this sort of thing too many times, and every time it happens I am perplexed by the public reaction. A politician comes along and says, “Vote for me! I’m a dick!” He wins the election and turns out to be a dick and everyone is all upset about that fact.
The first time I noticed this was with Nixon. The other day I saw a video complaining that we got “change we didn’t expect” out of Obama. The only people who could say that are the ones who were too busy gushing about what a marvelous speaker he was to hear what he was saying.
